Who We Are

Ethur Community Foundation (ECF) is a community-led philanthropic and grant-making foundation rooted in Abim District, Uganda. We exist to strengthen trust in local solutions by mobilizing, growing, and stewarding community resources in ways that enable people to lead their own development with dignity, confidence, and long-term commitment.

ECF was established following a deliberate period of learning, reflection, and re-imagining what sustainable development in Abim can and should look like. Rather than delivering projects, we serve as a connector, convener, and long-term steward of community-owned resources, supporting locally led initiatives and strengthening community agency.

The foundation takes its name, “Ethur,” from the community itself. The name was proposed and chosen by community members, symbolizing shared ownership, cultural grounding, and ECF’s commitment to working with communities rather than for them.

Our Story & Rationale

Ethur Community Foundation grew out of work that began in 2023 through Women Solidarity Initiative Uganda (WSI Uganda), which focused on mentorship, leadership development, and women's rights advocacy.

As the work evolved, it became clear that many of the challenges facing individuals and communities were connected to broader structural realities, including poverty, fragile local economies, weak institutions, and long-standing dependency on external aid.

This led to a period of reflection and a fundamental question:

What would it look like if communities were not simply recipients of development, but leaders, contributors, and stewards of their own development?

These reflections led to the adoption of the community foundation model and the establishment of Ethur Community Foundation.

What Makes Our Approach Different?

We believe sustainable development is not only about bringing resources into a community. It is also about recognising, growing, and connecting the resources that already exist within it.

Ethur Community Foundation works to build the conditions for communities to lead through localized action, collective ownership, and deep mutual trust.

Mobilising Local Resources

We encourage and strengthen everyday local giving, helping to build community-owned resources that can support local priorities over time.

Supporting Locally Led Ideas

We provide flexible support, including small grants, mentorship, and accompaniment, to initiatives identified and led by community members.

Connecting People and Resources

We bring together community members, institutions, partners, donors, and other actors around causes and opportunities that matter to Abim.

Building Trust in Collective Action

Through dialogue, participation, learning, and shared responsibility, we seek to strengthen confidence in what communities can achieve together.

Sharing Stories and Knowledge

We document and amplify stories of local giving, community leadership, and locally led solutions—challenging narratives of dependency and highlighting the agency and potential that already exist within Abim.

What We Believe

Communities Already Have Assets

Communities possess valuable resources—including time, skills, knowledge, relationships, cultural practices, and financial contributions.

We believe that when these resources are recognised, mobilised, strengthened, and trusted, communities can lead sustainable and dignified development.

Everyone Has Something to Give

Giving is not a privilege reserved for a few. It happens every day through acts of generosity, shared knowledge, time, skills, relationships, and financial contributions.

We work to recognise and strengthen these everyday acts of giving as powerful tools for community transformation.

Local Solutions Deserve Trust

The people closest to a challenge are often best placed to understand its context and identify possible solutions.

We believe development becomes more sustainable when communities have the resources, confidence, and space to lead.

Lasting Change Takes Time

We are focused on building long-term systems of local ownership, resource mobilisation, and collective responsibility rather than short-term projects that disappear when funding ends.
